It seems that prison has that channel juped (or prohibited from being used by any user on their server). If you would like to join that channel then just use a different server. Prison, in my experience, has a lot of channels juped. That one was determined to have alot of drones by that servers administration it looks like. It wasn't a personal attack against you, just use a different server and you should be good to go.

Oh, someone tricked someone else into going there and someone reposted it without warning people of what would happen. I was wondering how to get unbanned because I don't seem to be able to join any EFnet servers.

K:lines set for joining juped channels are local server bans, not network wide. You should be able to get on another server. Check the server list at http://www.efnet.org/?module=servers
