OPME now enabled for use on EFnet

Following the recent vote, EFnet services have now been upgraded to support the OPME command. This will help server admins to resolve opless channel situations far more easily and make the process much smoother for users.

For those who are worried that this will fundamentally change the way EFnet has worked for years, rest assured this is not the case. The system has been designed to deter abuse of any kind, and will not be open for opers to gain channel operator status as they please.
