CA-EFnet approves irc.choopa.ca

The canuckians today have approved a 60 day trial link of irc.choopa.ca, located in Montreal, Quebec. The server will be administered by Disciple (who also admins *.choopa.net on US-EFnet).

Everyone else must have an X.509 certificate.
