I've been on Efnet since 92.
The one change that would be the most important in my opinion would be some sort of accountability system for opers. There are a few out that who just do whatever they want and /kill or k-line for reasons that are outside their specified scope of power. Users have no real way of addressing any sort of oper abuse.

I remember hearing a long time ago that EFnet was going to get mode +e, ban exception.
For example, I could +b *!*@*.aol.com from a channel, but I could +e *!*myfriend@*.aol.com and then myfriend@aol.com would still be able to get in, even though there was a domain ban.
What ever happened to that? I'd like to see it implemented.
Other than that, I'd like to see the nicklength increased by at least 1 character. Increasing the maximum number of bans per channel would also help.

For example, I could +b *!*@*.aol.com from a channel, but I could +e *!*myfriend@*.aol.com and then myfriend@aol.com would still be able to get in, even though there was a domain ban.

Longer Ban lists
I've been on EFNET since '94-'95. We currently run a company that is driven around IRC related services. Ultimately EFNET has offered the most stability out of any of my user’s networks. I do need to agree that the following would help a lot:
One of the biggest issues we currently have (besides the children’s) is the ban list capacity. We fill our list in multiple channels over flood bots, spam, etc and it always seems to be a problem. Agreed the MAXLIST should be increased by at least 3 fold to maybe unlimited?

To Doug regarding half-ops
To be honest I don't fully know the difference between half-ops and regular ops, what do you have in mind with them?

That's not a bad idea... Allows us to delegate control to people we wouldn't trust getting on the score list. How would a half-op work though? Can set topic, +v-v users but no ban control?

Not to pitch old Ideas, but what about a Nickserv?
Having been on EFnet 11yrs I still worry about disconnecting at night in fear of losing my nick to a bot or newcomer.
Half-ops would be good too if given the right abilities.
edit: set an experation on the nickservs too. if you dont log into the nickserv more than once every 30 days its released into the wild. people who choose nicks in the nickserve will have ` added to their nick or 1 2 3 etc without a nag asking them to change
