I doubt you are dlined from all servers. Here's a list. Try some of the individual servers:

just to elaborate on what lucy said, the server name you were trying to connect to, "irc.efnet.net" isn't the name of an actual server on the network, but that hostname contains the addresses to a number of servers (round robin), so you are better off connecting to specific server names so that you can keep track of which you are allowed onto and which you are banned from.

you can use a different server, or webchat, and /stats p irc.avalonworks.ca and ask one of the irc operators there why you were dlined

yeah, he actually told you to /stats p irc.avalonworks.ca because that's the server you got connected to originally when you tried irc.efnet.net. if you try one of the other servers on the page lucy mentioned, hopefully you can get on and ask someone on avalonworks why you were d-lined, like munky said.
