I would like to know who to contact so I could put my e-mail address on file for our IP range, as an ARIN lookup lists our data center and would atleast like to have a Carbon Copy of any situation regarding our range.

no, I mean in regards to EF, I am trying to find out if I need to contact each server owner, or if there is a centralized list they use for contact in the event a full range was required to Kline.

each efnet server is independantly operated. if you're klined on serverA, then you need to talk to the administration of serverA to resolve the issue.
