New policy on Chanfix admins

The old policy said that only server administrators could have access to chanfix oplist and manuall fix command, but the new policy added today say that each server can have 3 chanfix admins. This means that servers can appoint any oper on the server with access aslong as they dont have more then 3 pr. server. Admins are usually a breed that is hard to get in touch with so this will hopefully get more active chanfix helpers out there.
