how do i use HTML_quickform in php?

Hi
I am stuck... I have php5 running on win with apache2.2 and installed pear but...
I can not get the HTML_quickform.tar file to unload into a HTML directory so I can us it.

if you want to use pear modules, why not use pear to install it?

`pear install HTML_quickform`
