is it OK to use efnet DNSBL on my network ?
actually i've been using it for last 2 weeks, but right now it return an error (blocked by efnet ?)

yes, you can use it. there are no filters or limitations on who uses the rbl, if you are getting an error, i suggest you check your resolv.conf and start from there.

i've actually noticed random lookup errors on my bopm for rbl.efnet.org. sometimes it's a sign that i'll be having local network issues soon, sometimes there's no indication as to what's causing it.

the zone is generated every 15 mins. as far as i know, named keeps the zone in memory (as changes to the zone don't take effect unless you reload it). theoretically there should only be a couple seconds of downtime every 15 mins while it is reloaded.
