uhm assuming that you talk about
http://www.efnet.org/?module=channels , that is just a channel listing, and doesn't have anything to do with the actual channels, it only lists their name and topic.
You get the same if you use /list in your irc client when connected to EFnet

Is it possible you are attempting to login twice from same IP address?
Is your IP address shared with someone alse who may also be using the EFnet webchat?
You will get the "*** Access Denied: Too many connections" error if that is the case.

chat.efnet.org is limited to 1 connection per IP
if you have multiple people behind a firewall, you cannot all use chat.efnet.org at the same time.
if it is your ISP that puts you behind a NAT, and it is a static IP, i can increase the limit for that IP above 1.
