Someone spamming an EFNet channel on an irc server outside of EFNet

Hi, I have first looked through the FAQ for this and my issue doesn't appear to be listed in it anywhere. The problem is that I have been dealing with someone coming onto another irc server outside of EFNet that I happen to be an IRCop on and spamming a link to a channel on irc.efnet.org which I had to k:line a number of different IPs (a few more as of today). Right now, I'm not sure where to report the issue, who to contact, and if I have to send the logs to someone by e-mail. If someone can help me out, please let me know, thanks.
