you are listed on the blitzed.org open proxy blacklist. if you are running a proxy server, follow the directions from the manufacturer to secure it. if you believe you are not running a proxy server, update your computer with the latest virus definitions and scan your computer, and check out the cleaner at http://www.moosoft.com/.
after you have done all this, visit http://opm.blitzed.org to request removal from the blacklist.

If you are running a proxy application, check the documentation that came with the application. I can't help you just by knowing you are using Windows XP Pro.
If you are using ICS, I don't believe it can be set up as an open proxy and still provide internet access for the people you are sharing your internet with.
Like I said, make sure you have the latest virus definitions, and check your system with The Cleaner.
