Can someone tell me why I can't connect to irc://irc.efnet.net/ anymore?

It looks like you are trying to connect to Prison by IP address and a host that resolves to (presumably) all efnet servers. IP addresses can change, so it's a better idea to use the host name. If you look here:
http://www.efnet.org/?module=servers
You will see a list of all efnet servers. Try the ones on that list. When you find one that you can connect to, add it to your server list.

Second, you weren't banned, your connection was timing out. irc.efnet.net is a round robin that points to a limited amount of US servers. As Osc said, try one of the servers on the page.
EDIT: Third, it looks like you're trying to use a webchat. Try chat.efnet.info.
