When I try to connect to EFnet, the IRC client connects (using excursion, but I have tried basic mIrc and X-chat with same result) and then I see the icon in the bottom right of Windows saying I have a network cable unplugged. Two or three seconds later the icon says its connected and my IRC client tries to connect to the server again. Same result. I tried connecting to other networks just to test and it only seems to do it on EFnet. I have tried several different EFnet servers and of the few I can actually connect to without getting a message that says I'm blacklisted/klined/or have a phony nick, it does this for.
Can anyone shed some light on this and maybe how I can correct this?

i don't see your ip listed in any blacklist. are you using TOR or any sort of proxy when you are trying to connect to efnet?

I also just tried the cgi version on the EFnet.org front page, and as soon as I connected I got the same thing:

Try mIRC instead..
