Banned ... public shell

I use a public shell account to connect to efnet, and seems its banned on all servers (cache).

got disconnected (from efnet.xs4all.nl) Reason: Closing Link: 67.15.113.18 (*** Banned (cache))
got disconnected (from irc.inter.net.il) Reason: Closing Link: Zulu.tuxSP.pt (*** Banned )
got disconnected (from irc.inter.net.il) Reason: Closing Link: Zulu.tuxSP.pt (*** Banned )

This address is from a public shell provider, how can i solve this or who can i contact ?

you should probably contact the owner of the shell machine, then they can make efforts to get their machine unbanned from EFNet

looks like someone has been causing problems on that host
