Hi. I dunno if there's anything you can do, but a user named PAO has constantly been taking over nicks during the last few days, just to annoy people. He tries to steal somebody's nickname and get the ops to give him op, luckily we havent been so fooled, and he hasnt gotten op yet, but i got a feeling that he might be trying to get op to be able to take over the channel.
Also just an hour ago he got into a channel, accused a guy for spamming and got him banned from the channel, with no proof whatsoever.
This guy wont stop trying to annoy us. We hope for your help.

about the best you can do is notify all of your current ops of the situation, and try to keep him banned. if he does succeed in duping one of your ops into giving him ops and he takes over the channel, go straight to your closest oper (/stats p) and request a chanfix for your channel.
getting a chanfix in a situation like this is usually quite painless.

Or join #chanfix on EFnet, read through the URL and information provided in automsgs and topic before requesting a fix. well we constantly have to ban him as he uses a number of proxys.. and now he's getting even worse.
He joins dozens of channel, constantly spamming people by telling them to join our channel. He also copies our nicks, adding some letter, like User´ instead of just User ... and then tell lots of people to join us, bla bla bla...
this guy is just acting like crap..
is there anything we can do?

Brings us back to nowhere: Even if you find a friendly IRCop to monitor and kill the proxies, there are still some IRC servers which won't allow remote kills with sleepy opers on it. A list of proxies can be sent to the admins/opers list (better late then never), but some admins will simply flush the list after a ridiculous period of time, stating it's slowing down the server's user logon process. Or not cooperate at all. One way or another, you're screwed. glines are supported on i believe all but 2 servers, and no one that i know complains about glining clients on their server (except of course if you don't first attempt to contact an oper on that server via stats p)
but glines expire (depending on server configuration, usually 1-10 days)
klines are more permanent, but it's true, it will slow down the server (every connection it has to parse through an array of active klines to see if your hostmask matches). the more klines, the slower it goes.
dlines aren't quite as intensive, as the ban is on the ip, and is done before registration takes place

Find out what shell provider owns the vhost he uses for the proxy and contact them with a log, including a chan join so the ident can be seen to help identify the account. thats not the best way to look up the host of the server, as many shell servers use tertiarry domain names they get from friends (ie - i.am.lame.com could be used by X, but lame.com is really owned by his friend Y)
if you want to find out who the host is, get the ip of the host, and do an ARIN whois
