why not just hide what server a user is using then? i'm suprised efnet hasnt done this already - its already in the code after all. Sounds good. I think its a good idea to provide ipv6 service also on existing servers, however i dont like the idea of linking in a 2. server with it when you can run dualstack. The code has proven itself stable enough for that. I think whether or not you have a second server will have a big effect...

So the script clears the ban list when it gets too large (which is about every half hour) the problem is I can't seem to find any static maximum number of bans allowed. What is this number? Uhm, It would be faster and faster to do a TESTMASK on connecting clients, than to /msg x@services.xo CLONES 5 every now an then. CLONES shows n!u@h AND is not even a oper-only command, TESTMASK is.
