do you have real IP or you are behind some NAT router?
and does this happens usually when you are afk?

psybnc can be configured to part channels after you leave
but have you tested other irc client than mirc? at least you will find out exactly if it is because if mirc or because of psybnc
my guess is the mass /who is the problem
