Clients are a matter of opinion but mIRC is the most widely used Windows client. Other choices are: xchat, klient, 0irc, HydraIRC, TinyIRC, Trillian, Chatzilla... etc, just google for the names and you can find them and try them. My personal choice is mIRC though, and it probably is the best Windows...

The flooding off will be due to mirc doing /names upon your reattaching, doing that in 40 channels is a lot of data. I used to have the same issue. Since I've started using irc.easynews.com I've not flooded off once on reconnect. I'm guessing that's because of a higher sendq.
