it;s doesn't matter what i am downloading
the thing is even when i am downloading from a guy with 9000 kb\s
uplink speed i still get 40 kb/s

how come when i dl from an http site i can dl up to 200 kbps
and when i dl from mirc no matter what chan
and even the bot speed limit is a lot higher i can get only to 40 kbps max

please help
